The Kennedy Assassination Records Collection Act of 1992 directed all Federal agencies to transmit to the National Archives and Records Administration all records relating to the assassination in their custody and most of these documents are largely open to the public at the National Archives at College Park in the President John F. Kennedy Assassination Record Collection.

By law, unless the President can justify them as certifiably closed, they will all be available by 2017, however most already are as stated above.
 
Legacy of Secrecy is by far the best JFK assassination book I've read. And I've read many including : Crossfire, Case Closed, Ultimate Sacrifice (same author of Legacy), Reclaiming History, etc

It actually caused me to momentarily doubt my own feverishly unresearched theory that surviving aliens from area 51 were contracted for the hit by Ladybird Johnson in her avatar induced desire to advance social reform using her socially awkward alien lover LBJ, progenitor of the Texas seed pod of alien dominators, distracting and eventually leading the unwitting masses to socialism and civil unrest while the alien species perfected itself and their ultimate plan to take over and destroy the world economy, diabolically inserting a Level 3 Master in the form of, that's right, George W., who not only somehow murdered JFK (in TEXAS! think about it!), but has sucessfully eliminated the financial resources to support any meaningful investigation. Alas!
In any case, despite the author's meticulous attention to names, places, dates, details and other historical facts, as well as being a compelling presentation of Cold War era politics, THE POLITICS OF MURDER would nearly succeed in closing the book, so to speak, on the Kennedy asassination, conspiracies and the presence of Skull and Bones notwithstanding.
